Permission for Kernel file

What is the major risk if the permission of kernel file allow world execute? And in sense of controls, what will affect to the system if we change the permission of this file?
The existing permission :
/kernel/genunix -rwx r-x r-x (755)
The recommended permission :
/kernel/genunix -rw- r-- --- (644)
